Article 42.4 says the State must provide for free primary education. Parents remain the primary educators of their children, but the State makes sure that primary schooling is available without fees.
Artikel 42.4 bepaalt dat de Staat voorziet in gratis basisonderwijs. Ouders blijven de voornaamste opvoeders van hun kinderen, maar de Staat zorgt ervoor dat basisonderwijs zonder kosten beschikbaar is.
