Päris mitte.
The Act redistributed seats in the House of Commons from tiny, almost empty boroughs to large industrial towns and widened the vote a little. Still only a minority of men could vote, and women had to wait until 1918 for the first votes.
Seadus jagas alamkoja kohad ümber pisikestest, peaaegu tühjadest ringkondadest suurtele tööstuslinnadele ja laiendas veidi hääleõigust. Siiski sai hääletada vaid vähemus mehi ja naised pidid esimese hääleõiguse saamiseks ootama 1918. aastani.
