Not quite.

Kirchensteuer zahlen nur Mitglieder von Religionsgemeinschaften, die sie erheben dürfen. Wer offiziell austritt, zahlt sie nicht mehr.

Church tax is only paid by members of religious communities that are entitled to levy it. Anyone who officially leaves no longer pays it.
